Why is personal information required for registration at ČeSFuR?

Because it's required by Czech law. See paragraph I. 3. of the Rules, the acceptance of which is a prerequisite for registration:

Some information is required by the accommodation provider though, as required by §§ 3-4 of Act 565/1990 Sb. for Czech citizens, and § 101 of Act 326/1999 Sb. and §§ 754-759 of Act 40/1964 Sb. for aliens. The organizers process this data on behalf of the accommodation provider as 'zpracovatel' (processor) as described in § 4 section k) of Act 101/2000 Sb. The participant agrees to allow his personal data to be processed in an extent and for a time specified by the aforementioned enactments."

What does the term "blue badge" mean?

All ČeSFuR participants will receive a con badge upon arrival and registration, so that other participants, organizers and hotel personnel can identify them. There's a lot of useful information printed on the badge, such as nickname, avatar, room number, and the ČeSFuR programme. Badges have different colors depending on the wearer's rank. The default color is green, minors have blue badges and organizers and security team members wear red badges.
